Izotope Neutron Worth It

I have written some music for a while, but I'm struggling a bit to get that professional electronic music sound, so now I'm trying to mix it better. But I've also just learned that mastering is important. I hardly knew what mastering was a few weeks ago (still not 100% sure), but from what I understand it's essentially what makes your track more loud, dynamic and powerful.
I see that a lot of people use iZotope Ozone for mastering, so I'm wondering if anyone can share some experiences about that software?

I'm searching for a mixing bundle, which would be the first plugins I buy, currently working with stock plugins. I've been looking at Izotope and Fabfilter offers mainly because I like their GUI. Izotope makes a pretty good bundle including Neutron Avanced, Ozone 7 Advanced, Trash 2, Nectar 2, RX plugs, Insight and Vocalsynth. Is it hard to learn for an amateur, or do you need some sort of 'sound engineering' background?

2) I understand that mixing before you start mastering is important. But how much better does your sound get after mastering with Ozone?
3) I see that there's two versions – iZotope Ozone and Ozone 7 Advanced, where the latter is twice the price ($499). Ozone 7 Advanced is to expensive for me, but is the normal one still worth the money?
